Shannon's career began with a music video. He played a troubled teenager escaping an abusive home in Every Mother's Nightmare's "House of Pain," He was involved in the founding A Red Orchid Theatre in Chicago and worked with theaters like Steppenwolf and Northlight. Shannon played Peter Evans in "Bug" in 1996 and reprised it in the 2006 film adaptation, both written by Tracy Letts, a fellow Steppenwolf ensemble member.

In 1993, Shannon made his film debut in "Groundhog Day" as a wedding groom. He continued with various film roles, including "Jesus' Son," "Pearl Harbor," "8 Mile," "Vanilla Sky," "Kangaroo Jack," "Bad Boys II," and "Grand Theft Parsons," where he portrayed hippie Larry Oster-Berg. In 2006, Shannon played Lynard, the leader of a prison white supremacist group in "Let's Go to Prison." He also performed in "Woyzeck" in London's West End and appeared in the off-Broadway production of "The Little Flower of East Orange" in 2008.

A pivotal moment in Shannon's career came in 2008 when he starred in "Revolutionary Road" alongside Leonardo DiCaprio and Kate Winslet, earning praise and accolades for portraying a clinically insane character. This included a Satellite Award and an Academy Award nomination. In 2010, he took on roles in the film adaptation of "Jonah Hex" and as Federal Prohibition agent Nelson Van Alden in "Boardwalk Empire."
